The portal for new applicants is now closed.

The Baltimore City Rental Assistance Program is administered by the Community Action Partnership Centers (BCCAP) in the Mayor’s Office of Children and Family Success (MOCFS). Over the course of 30 calendar days, the Rental Assistance Program will provide case management and past-due base rental assistance for Baltimore City residents facing eviction.

Residents can apply directly through an online portal - new users must first register their account before signing in to the portal. Applications can also be completed in person at one of the five Community Action Partnership Centers.

Water Assistance

(Water4All)

Baltimore City’s water discount program, Water4All, creates more equitable access to water assistance for more residents, and to protect tenants and homeowners from service cut-offs or liens on their properties when they are unable to pay their water bill.

Energy Assistance

The Office of Home Energy Programs (OHEP) provides bill assistance to low-income households in the State of Maryland to make their energy costs more affordable and to help with the prevention of loss and the restoration of home energy service.
