Baltimore City Head Start provides early childhood and family development services for low-income children (ages 3-5) and families in Baltimore City.
Head Start services are federally funded and free for families who meet income requirements or qualify for public assistance. Enrollment is prioritized for families with the greatest need and for children with disabilities and/or those living in foster care or experiencing homelessness.

Proof of Child’s Age
- Birth certificate, passport or immunization record 
- Social Security is not required 
Proof of Income
- Current consecutive pay stubs, current W2, tax form 1040, SSI or child support 
- Income includes wages before deductions and income earned through self-employment, TANF (Temporary Aid for Needy Families) or SSI (Supplemental Security Income), Social Security benefits, unemployment benefits, pensions, scholarships and lottery earnings 
- Children in foster care or kinship care and children who are homeless are automatically eligible for Head Start services. Over-income families may apply. By law, 10 percent of children participating in Head Start may come from over income households. 
Proof of Address
- Driver’s license, current lease, mortgage statement, phone bill, BGE bill, bank statement, benefits letter or other document that shows family lives in Baltimore 
Proof of Special Needs
- Individualized Education Program (IEP) or Individualized Family Service Plan (IFSP) 
- At least 10% of the slots in a Head Start program must be made available to children with special needs/diagnosed disabilities. Inform the program if your child is considered special needs. 
After enrollment, please provide the following items:
- Your child’s immunization record 
- Documentation of your child’s most recent physical and lead test/level 
- Other supporting documents, as requested
